Russian President Vladimir Putin has said that the Ukrainian vessels crossed into Russian waters illegally and insisted that Moscow will not release the sailors as part of an exchange.

"Based on the fact that the ships and sailors have not been returned to Ukraine from Russian Federation, I have decided it would be best for all parties concerned to cancel my previously scheduled meeting in Argentina with President Vladimir Putin", Trump wrote on Twitter on November 29.

The Ukrainian Navy said that it had informed Russia in advance of the passage, while Russia said it had received no such report and the ships ignored multiple warnings by the Russian border guards.

Polygraph.info reached out to Omelyan for comment on November 30. Despite NATO launching its biggest military buildup in Europe since the Cold War, Russia's actions near the Sea of Azov last weekend demonstrate that the increased allied presence won't deter its aims in eastern Ukraine. Since May, Russia has been stopping and delaying shipping in the region, in the process imposing significant costs on vessels seeking to transact in Ukrainian ports. Moreover, during the preceding months, Russian Federation had systematically and aggressively obstructed Ukrainian and global shipping in the Sea of Azov (see EDM, February 22, April 12, May 22, 31, June 11, 28, November 6). "Because when you have provocations, such hostilities like what just happened in the Black Sea...you can always use war to justify your economic failures".

On Nov. 26, the Ukrainian parliament passed a bill proposed by the country's President Petro Poroshenko declaring martial law in regions mainly bordering Russian Federation for 30 days. The president urged the worldwide community and democratic world leaders to join her in the statement and to condemn the Russian aggression clearly, collectively and immediately, and demand a stop to the aggression.

Ukrainian Foreign Minister Pavlo Klimkin said earlier on Tuesday that he has discussed the deployment of ships to the Sea of Azov with his North Atlantic Treaty Organisation counterparts in Brussels.

"Four years ago, Russian Federation illegally annexed Crimea", Stoltenberg said.

"The Kremlin is further testing the strength of the global order", Ukraine's president Petro Poroshenko said in a speech at a military event earlier Saturday. After the clash, Kiev said no Ukrainian ships were allowed through. Initially, Poroshenko sought to impose martial law for 60 days, but this put into question holding the March presidential election and sparked a public outcry.

North Atlantic Treaty Organisation allies have helped modernize Ukraine's armed forces and boosted their presence in the Black Sea over the past year, with more ships deployed in the region and more air policing. The "Sea of Azov shall be delimited along the line of the state border by agreement between the two sides".
