Addressing the council, USA ambassador to the UN Nikki Haley said the United States was confident that the military strikes had crippled Syria's chemical weapons program.

For years, U.S. President Donald Trump attacked Barack Obama on a variety of issues, including how much time the former president spent on the golf course and U.S. military involvement in Syria.

"I spoke to the president this morning and he said, 'If the Syrian regime uses this poisonous gas again, the United States is locked and loaded, ' " Haley said.

"When our president draws a red line, our president enforces the red line", Haley stressed.

"A large body of information indicates that the Syrian regime used chemical weapons", US Ambassador to the United Nations Nikki Haley told the UN Security Council on Saturday.

"Assad knew that Russian Federation had its back, Assad knew that Russian Federation would cover for them at the United Nations, and Assad got reckless, and he used it in a way that was far more aggressive", she said.

"We do not seek conflict in Syria, but we can not allow such grievous violations of global law", she said, referring to the suspected chemical attack.

According to the Russian Defense Ministry, the missile strike against Syria's military and civilian infrastructures was carried out by USA warplanes and naval ships in cooperation with the British and French air forces between 03:42 and 05:10 Moscow time on Saturday.

Only three countries - Russia, China, and Bolivia - voted in favor of the resolution at the end of an emergency meeting of the 15-member council called by Russia on Saturday.

The Pentagon on Saturday said the strikes set the country's chemical weapons capability back "for years".

According to the Pentagon, 76 missiles hit the target near Damascus, 22 more rockets were fired at a warehouse west of Homs. Both facilities are located near Homs, north of Damascus.

Mattis said the use of military action is authorized under Article II of the Constitution and resulted in the destruction of Syria's chemical weapons research development and production.

The Syrian government has to declare the entire stockpile of chemical weapons in order to resume the political dialogue in Geneva, US State Department Spokeswoman Heather Nauert said.

Secretary of Defense James Mattis on Friday announced the press briefing would be held Saturday for the specific reason of dispelling false information about the strike coming from Russian Federation, which is a key ally of Syrian President Bashar al-Assad's regime. She said that Washington's main goal is "to see American troops come home", but it is not going to leave "until we know we have accomplished those things".

But France says it has conclusive proof that "chemical weapons were used and that they were used by Assad's regime".
