Mann, 24, and James W. White, 38, appeared in the Troy City Court, where officials said each was arraigned for one count of first-degree murder and four counts of second-degree murder.
It wasn't until Tuesday, five days later, that the property manager found 36-year-old Shanta Myers; her children, 11-year old Jeremiah Myers and 5 year-old Shanise Myers; and 22-year-old Brandi Mells in a basement apartment along the Hudson River. Investigators believe they were killed the previous Thursday, December 21. The building's property manager discovered the bodies six days later after relatives anxious none of the family returned any phone calls. Police arrived to find the four bound with their throats slit.
"Nobody that's been involved in this case is going to forget this". Shakera Symes, sister of Shanta Myers, told Spectrum News in Albany that she's now raising Myers' 15-year-old son, who has been staying with her for two months.

They also wouldn't say how the defendants know each other, but said that both have records and Mann is on parole. Mann is now on parole. He said he feared for his life ahead of the arrests. According to the Times Union, Troy Police Chief John Tedesco said one of the defendants knew one of the victims.
Family members told reporters at the Boys & Girls Club on Thursday that Myers was mild-mannered and always willing to help someone, usually by offering to cook a tasty meal.
The men will next appear in court on January 4. "The rapid apprehension and arrest of two suspects in connection with this tragic crime is welcome news for our community and the victims' families impacted by this senseless tragedy", Troy Mayor Patrick Madden, a Democrat, said in a statement.
