Union Law Minister Ravi Shankar Prasad said the Bill upholds the right of Muslim women. "The Muslim women are happy, but I don't know why the Congress is sad", he added.
The legislative department had clarified: "The proposed Bill is to protect the rights of married Muslim women and to prohibit divorce by pronouncing talaq-e-biddat by their husbands".
Last week amid the hue and cry of lawmakers, This Bill was passed in the Lok Sabha with most of the leading parties in the Opposition, together with the Congress, voting in favor, but with the admonition.

The government hailed the passing of the bill in Lok Sabha as "historic".
In 2017, the BJP emerged as the largest party in the Rajya Sabha vertook Congress to become the largest political party in the Rajya Sabha, where it now has 58 members against 57 of the main opposition party.
However, owing to the lack of a majority of the government in the Rajya Sabha, there are chances that the Bill may be impeded or blocked.
"As far as Left parties are concerned, we want this bill to be referred to the Select Committee".
"Why should we employ such haste in clearing a bill that will impact a sizeable population of country", CPI MP D. Raja said. It would be a non-bailable offence.
